DIGITAL LEADERSHIP – WHAT CAN WE LEARN FROM ESTONIA?
Of all the countries in the world, Estonia has come furthest with the digitalisation of the public sector. Basically, everything except marrying and purchasing property can be done digitally. They were also the first country in the world to introduce e-citizenship. What is the reason for this development? Welcome to a seminar where the Estonian example is discussed and analysed.

IS DEMOCRATIC CULTURE REALLY UNDER THREAT?
For decades, we have seen the network of democratic countries expand and democratic culture has deepened. But in just a short time we have started to fear that this tendency is not a given, that countries that had won the battle for democracy – such as Russia and Turkey – are now regressing. We have seen how oligarchs have acquired political power and those in power have restricted individual liberties. Media is being restricted. The political discourse is inundated with ”alternative facts”. In Europe, more and more societies have been threatened by populist intolerance and ”illiberal democracy”. Is democratic culture really under threat? If so, how can we defend it?
Moderator: Karsten Thurfjell
Participants: Gunilla Reischl, Head of the Global Politics and Security Programme at the Swedish Institute of International Affairs, Emil Edenborg, Aras Lindh and Ludvig Norman – all researchers at the Swedish Institute of International Affairs.

“ROW, ROW, ROW YOUR BOAT…NO FISH ARE HERE
The state of the fish stocks in the Baltic Sea is very poor. In many archipelagos, perch and pike are conspicuously absent. The cod catch in the Baltic Sea is at historically low levels, not even one tenth of the levels caught in the 1980s. What do we need to do to revitalise the fish stocks in the Baltic Sea? This week’s episode of the P1 programme Klotet (The Globe), consists of a discussion with experts and representatives from the fishing industry.
Host: Niklas Zachrisson

TUE AUG 28 AT 17.00-18.00

FRIEDE AUF ERDEN” – A CENTURY OF REFLECTION: IS THE WORLD HEADED FOR PEACE OR WAR?
The events of 1918 resonated across Europe and the countries around the Baltic Sea. A few years before the First World War, Arnold Schoenberg wrote Friede auf Erden, an a cappella piece that will be performed during this festival. The piece also references Immanuel Kant’s ”Zum ewigen Frieden” (Perpetual Peace: A Philosophical Essay), which developed the rational theory of how war can be avoided. However, this was not the case in the 20th century. For the past 15 years, Afghanistan, Iraq and Syria have been subjected to long, drawn-out wars. Peace in the Middle East is a long way off. The United States has withdrawn from the Iran nuclear agreement. Negotiations are taking place with North Korea. Is the world headed for peace or war?
Moderator: Karsten Thurfjell
Participants: Mats Karlsson, Director of the Swedish Institute of International Affairs.
Katarina Areskoug Mascarenhas, Börje Ljunggren, Agneta Ramberg and Peter Wallensteen, the Swedish Institute of International Affairs.

THREATS AGAINST JOURNALISTS AND JOURNALISM IN THE BALTIC REGION
The Baltic states celebrate free speech and the freedom of the press. But journalists face increasing challenges in the form of online trolls and personal smear campaigns, and governments are putting pressure on news reporters. What will happen to our open societies around the Baltic Sea if free reporting is silenced?

Participants: Margot Wallström, Minister for Foreign Affairs
Maria Persson Löfgren, foreign correspondent at the Swedish Radio
Minna Knus-Galán, Finland. Journalist at Finnish YLE and with the global reporter consortium ICIJ.
